I am in the process of looking for ideas for a rewrite of Paper Plus, as well as for the next release of CoLT. If you have an idea, please leave me a comment here, or on the appropriate articles:

I don't use Paper Plus, but if I did use a wallpaper app I would want to see RSS support. You should be able to subscribe to an RSS feed on a website, and your wallpaper updates according to that feed. Lets say I want my wallpaper to change each day according to the Astronomy Picture of the Day. I could subscribe to their RSS feed in the wallpaper app, and every morning I would get a new fresh picture on my desktop. Something to think about.
